HPM's Tina Batra Hershey will describe the role of law in emergency preparedness and response as well as the powers and limits the U.S. Constitution grants to authorities with respect to disease control and prevention. We will discuss the need to balance individual rights with the public’s health and explore emerging issues in legal preparedness.
