Barbara Koenig, PhD, professor of Medical Anthropology and Bioethics, at the University of California San Francisco will speak on  “Using ‘Deliberative’ Community Engagement to Guide Newborn Screening Policy” in the annual joint lecture presented by Pitt Public Health and the Center for Bioethics and Health Law.

“Using ‘Deliberative’ Community Engagement to Guide Newborn Screening Policy”

Objectives:

  • Explain how novel sequencing technologies trouble existing compromises in state newborn screening programs. 
  • Describe how approaches based on deliberative democracy theory can help assess the “democratic deficit” in contemporary health policy debates.  
  • Clarify the distinction between diagnostic vs screening applications of whole genome sequencing technologies in newborns. 
  • Consider how best to balance individual informed consent by parents with community governance of
    newborn screening, a critical case study in public health ethics.
